DID YOU KNOW: THE FRAMINGHAM WELCOMING ORDINANCE – WAS PROPOSED BY MARGARETH SHEPARD – WHO NOW IS RUNNING FOR A STATE REP SEAT.
The Framingham Welcoming Committee was created to interact and support the City’s large immigrant population. Framingham has a very diverse population including a large percentage of immigrants categorized as foreign-born including both documented and undocumented individuals. Roughly 85% of the businesses in Downtown Framingham are owned by immigrant entrepreneurs who greatly contribute to the city’s economy. Immigrants often experience unique stresses, prejudice, and constant fear of family separation due to anti-immigration policies enforced by the federal government including deportation. Many Framingham immigrant residents fear that calling 911, speaking to the police, or appearing in Framingham Court hearings will lead to separation from family members —especially their children —making these residents more vulnerable to domestic abuse, wage theft, and other crimes.
The goal of this group is to develop a welcoming ordinance that will help to build trust between immigrants, the City administration and City departments.
Tonight May 10th, for the first time in a very long time, the Welcoming Ordinance Task Force convenes. The last meeting was a bunch of chatting about zoom filters, the devil and religion, butterflies and roses, and other bullshit. Members included Tracey Bryant, Willy Labarge, Cesar Stewart Morales, Yvonne Spicer, Adam Steiner, Margareth Shepard, and a bunch of other pushovers, who accomplished nothing in their time working on the project.
Tonight a more concise and go-getting individuals will be involved including new Mayor Sisitsky, School Committee Chair Priscila Sousa, and Deputy Chief Pereira – will be going head to had with some of the group who accomplished nothing under spicer, in Adam Steiner and Cesar Stewart Morales – who both have been roadblocks to progress in the past – who both are vying for a at large city council role in the upcoming election, one of whom plans to be Mayor in 4 years.
This meeting may juxtapose those of the past, or look very much like them. We will see. What we do know – is that we will get our hands on all the videos going forward.
This is a very contentious issue being discussed, essentially putting in writing policies, and using the ACLU words to do it, a policy that essentially will make Framingham a ‘sanctuary city’. They won’t use those words though – they will call it a “welcoming city”.

The city wanted to delete the video of the Welcoming Committee Task Force of March 18, 2021 – We copied it
“This video is being recorded for [sic] clerical purposes, once the minutes have been generated and submitted to the clerks office, it will be deleted.”
If you want to know what really happens in city meetings you need to preserve the video. You need to specifically ask for preservation. The first two meetings of this task force – were not preserved – and both the minutes and the video are all missing.
