Owners of Framingham’s H&R Roofing Indicted in Scheme to Defraud their Workers Comp Carrier

The owners of H&R Supply/H&R Roofing, have been indicted and arrested. Ronaldo Solano, 51, and Adriana Solano, 40 were indicted by a federal grand jury in Boston with one count each of conspiracy to commit mail and wire fraud and one count of conspiracy to commit wire and bank fraud. They were arrested last Wednesday. The couple lives in Hopkinton and operate a physical business at 20 Cedar St, DTF.

According to the indictment the couple, for about 8 years from 2012 to 2020 avoided paying over $600,000 in workers comp premiums by underreporting payroll and paying their employees through a shell company.

Additionally the couple filed for CARES Act (pandemic relief) funds in the amount of $2,000,000 for working capital and eligible business expenses. When they received the money, they transferred a cool million of it into a joint personal bank account they shared and then used about $825,000 of it for a down payment for a home they purchased in Hopkinton. The couple borrowed nearly $770,000 from a different mortgage lender to fund the purchase of the home, but didn’t disclose to the lender that they were using federal funds for the down payment.

The home at 35 Wedgewood Drive in Hopkinton was purchased for $1,700,000 in April 2022.

The couple individually face up to 20 years in prison for the conspiracy to commit mail and wire fraud, and up to 30 years in prison for the conspiracy to commit wire fraud and bank fraud.

The couple has been released under the conditions that they don’t speak to the victims, that they use their true identity and do not conduct business through shell companies, that they comply to all court orders, and that they surrender their children’s passports “as soon as possible”.
