This map is explains in colors – why the south side residential neighborhoods are shit.
All areas in orange, are G or general residence* zoned. Why the asterisk? It’s because in Framingham in G zoned areas, ‘anything goes’, and the zoning bylaw, essential says that, short of using the phrase.
Why is the north side different? Their residential areas are mostly R zoned.
The largest difference is that two family homes are banned in R zoned areas. In G zoned areas, two family homes are allowed when approved by the Zoning Board of Appeals, and really – have they ever said no to a two family proposal south of route 9?
The bylaws state: The purpose of the residential districts is to preserve the character of residential neighborhoods. The Town contains five different residential zoning districts: Single Residence (R-1), Single Residence (R-2), Single Residence (R-3), Single Residence (R-4), and General Residence (G). Each district varies in lot area, frontage, setbacks, open space percentage, and height requirements. The R-1 and the G Districts contain the densest single family neighborhood, while decreasing in density through to the R-4 District which contains the least dense and largest lots within the Town.
Is it time to rezone south side neighborhoods as R zoned? We think so. The change can be made with the pre-existing nonconforming properties exempt from the law (aka grandfathered in), but stipulating that any redevelopment must conform.
While the administration will tell you that they enforce laws equally. We have obtained documentation, which we are not at liberty to share, that when complaints are received by G zoned residents, they are largely ignored. Some of these complaints include the running of full fledged businesses, with employees present, out of residences, the storage of more the the allowed commercial tagged vehicles, and overcrowding.
Shame on Framingham. It’s time to take the needs of 01702 seriously.

HELP SOUTH SIDE BY ELIMINATING SHEPARD FROM THE RACE
You’re not wrong. If you look at the Mass towns that are considered “good” they all have one thing in common: they have strict zoning laws. Single family housing is a major part of it, and to keep a town in the upper tier they have larger plot sizes. This keeps the population low, and doesn’t over tax the various town systems (like the schools). in Framingham it gets worse with the culture of “packing” (putting more people in housing than it was designed for).
