This proposal was first considered in 2006, and revisited in the 2008 Framingham Master Plan Part 1. There is an indication that this may be getting revisited.

A long dead plan to bring commuter rail service to FSU – may be getting reconsidered?
Having gone to FSU, I can tell you this is probably not a good idea. When you commute to school, you HAVE to be there on time. The current rail system is not too great at sticking to a schedule. Few people will choose to rely on an intermittent rail service to get to class. Especially as there will probably be not that many trains a day. Also, just consider the cost of such a thing, and look at how many students ‘might’ use it. At best case it will be a crazy amount of money per student.
