Level 1 offenders are considered low-risk and typically have committed less severe offenses. Importantly, in many jurisdictions including Massachusetts, information on Level 1 offenders is not publicly searchable. This means that if you’re trying to check a public registry, you won’t find much on these individuals. While they still have to register, there’s a degree of privacy extended to them—a move aimed at allowing for rehabilitation and reducing stigma while still keeping some oversight over their activities.

Level 2 offenders are deemed moderate risk. They have often committed offenses that pose a greater threat to society, such as sexual harassment or inappropriate conduct towards minors. Their information is available on public registries, meaning community members can access details about their past and current status. This transparency is intended to help people make informed decisions about their personal safety.

Level 3 offenders represent the highest risk category. They are usually convicted of serious sexual offenses, such as rape or child molestation. These individuals are required to register, and their information is fully searchable by the public. Local law enforcement often works closely with communities to monitor these offenders, as they pose a significant threat to public safety. 

FU will not be providing info on level 1 sex offenders, because, they are not publicly searchable. Many advocates argue that individuals who have committed lower-level offenses should have a chance to rebuild their lives without the weight of public scrutiny. The hope is that by shielding these offenders from public databases, it enables them to move past their mistakes and contribute positively to society. However, this decision often stirs debate. Some community members argue that they should have the right to know more about potential risks in their neighborhoods.

LEVEL 3 SEX OFFENDER

CHRISTOPHER MUNROY lives at 282 CONCORD STREET, near BUTTERWORTH PARK and LEARNED POND PARK & BEACH.

He lives in a two family house owned by Lexington resident Soma Hajian and Mehdi Sadrabadi.

He was born in 1989 and at the time of this writing is 34 years of age. He is 5′ 10″ and weighs approximately 210 lbs.

We have no information on if he is currently employed in or outside of the Framingham area.

He was convicted of a two counts of ‘rape of child with force’, and two counts of ‘indecent assault and battery on a person aged 14 or older’, in 2009.

LEVEL 3 SEX OFFENDER

DONALD CAVALLARO (AKA DONALD BANKS) lives in Grafton but is listed as working at 57 MORTON STREET, nearly next door to the DENNISON PLAYGROUND.

On the building in which he works, is a sign for Metrowest Irrigation, there may also be a car repair shop also in the same building.

He was born in 1977 and at the time of this writing he is 47 years of age. He is 5′ 7″ and weighs approximately 145 lbs.

He was convicted of two counts of ‘indecent assault and battery on child under 14 years of age’, and one county of ‘rape and abuse of a child’, in 2006. The girl he was convicted of raping was 5 years old at the time.

LEVEL 3 SEX OFFENDER

ALEX BILL CONNELLY is listed as living on the street, or homeless in Framingham.

He was born in 1969 and at the time of this writing he is 55 years of age. He is 5′ 7″ and weighs approximately 150 lbs.

He was convicted of three counts of ‘indecent assault and battery on child under 14 years of age’ in 2003.

LEVEL 3 SEX OFFENDER

LAWRENCE CREMENS lives at 51 CEDAR STREET, near the planned park at Cedar Swamp, and in Downtown Framingham.

The house at 51 Cedar Street, is listed as a two family house with 8 bedrooms, and 1.5 baths, and is owned by Advocates, Inc.

He was born in 1963 and at the time of this writing he is 61 years of age. He is 5′ 9″ and weighs approximately 280 lbs.

We have no information on if he is currently employed in or outside of the Framingham area.

He was convicted of a count of ‘indecent assault and battery on a person14 years or older’, as well a count of ‘assault with intent to commit rape’, both in 1998.

LEVEL 3 SEX OFFENDER

WILLIAM PAUL MORIN is listed to be living at 24 GRANT STREET. He lives a not far from downtown, and close to the DENNISON PLAYGROUND.

The building he lives in, is a row house style apartment building with more than 8 units owned by Grace Real Estate, LLC out of Waltham.

He was born in 1962 and at the time of this writing he is 62 years of age. He is 5′ 11″ and weighs approximately 180 lbs.

We have no information on if he is currently employed in or outside of the Framingham area.

He was convicted of a count of a two counts of ‘dissemination of matter harmful to minors’, four counts of ‘indecent assault and battery on child under 14 years of age’, two counts of ‘rape and abuse of child’, all in 1994.

LEVEL 3 SEX OFFENDER

KENNETH MENDES JR (AKA MARCEL REZENDES) is listed to be living at the Commonwealth of Massachusetts owned shelter at 3 MERCHANT RD. The property is affiliated with the woman’s prison next door. Also next door is the Merchant Road Field, utilized by several youth soccer clubs.

Sex offenders often select that they live at 3 Merchant Rd, even if they are homeless, because of the requirement to register with an address, and the state’s willingness to work with homeless sex offenders.

He was born in 1962 and at the time of this writing he is 62 years of age. He is 5′ 11″ and weighs approximately 180 lbs.

He was convicted of a count of ‘rape and abuse of a child’ in 1978, and then on a count of ‘rape’ in 1984.

LEVEL 3 SEX OFFENDER

CHRISTOPHER BANKS is listed to be living just over the line in Natick, at 90 Worcester Road. However we believe the Sex Offender Registry might have it wrong, as we believe him to potentially be living at the Monticello Inn, at 90 Worcester Road in Framingham.

The Monticello Inn is located directly across the street from Shoppers World and is known to house several of our vagrants, on a week to week basis.

He was born in 1990 and at the time of this writing he is 34 years of age. He is 5′ 8″ and weighs approximately 130 lbs.

We have no information on if he is currently employed in or outside of the Framingham area.

He was convicted of two counts of ‘rape of a child with force, and two counts of ‘aggravated rape and abuse of a child’ both in 2013. His victim was a 14 month old child. A caretaker noticed injuries indicating a sexual assault as they changed it’s diaper.

LEVEL 3 SEX OFFENDER

ROBERT LAMOTHE is listed to be living at 244 MAIN STREET in Ashland. This is near Ashland Center, and close to Stone Park.

He was born in 1967 and at the time of this writing he is 57 years of age. He is 5′ 10″ and weighs approximately 195 lbs.

We have no information on if he is currently employed in or outside of the Framingham area.

In 1989 he was convicted on two counts of ‘indecent assault and battery on a person aged 14 or older’. In 1992 he was convicted on two counts of ‘indecent assault and battery on a person aged 14 or older’. In 1997 he was convicted on a single count of ‘indecent assault and battery on a person with an intellectual disability’, and a single count of ‘rape’. And in 2014 he was convicted on a single count of ‘indecent assault and battery on a person aged 14 or older’. In the most recent incident, he is purported to have have sexually assaulted two women in public, and attempted to strangle one of them after throwing one to the ground.


LEVEL 2 SEX OFFENDER

RYAN AYER is listed to be living in Hopkinton.

He is listed as working directly across the street from the Natick Mall at 1276 Worcester Road. At that location, at least two businesses share that address, Town Fair Tire and Flooring America.

He was born in 1990 and at the time of this writing he is 34 years of age. He is 5′ 10″ and weighs approximately 260 lbs.

He was convicted of three counts of ‘rape of a child with force, three counts of ‘rape’, and three counts of ‘indecent assault and battery of a person aged 14 and older’, all in 2013.

At the time of the crimes, he lived on Grant Street in Framingham. The victim told police that he inappropriately touched him several times over the years, and that he forced her to have sex with him.

LEVEL 2 SEX OFFENDER

RAY NORTON JR (AKA ALFRED ZEHE) is listed to be living at 168 WEST CENTRAL STREET in Natick. This is near the Roche Brothers Supermarket Plaza, and near the WEST HILL PARK and the JOHN LANE PARK.

We have no information on if he is currently employed in or outside of the Framingham area.

He was born in 1940 and at the time of this writing he is 84 years of age. He is 6′ 1″ and weighs approximately 275 lbs.

He was convicted of four counts of ‘rape and abuse of child’, and four counts of ‘indecent assault and battery on child under 14 years of age’, all in 1998.

LEVEL 2 SEX OFFENDER

He was convicted of a single count of ‘Indecent assault and battery on a person aged 14 or older’ in 2017. The charges stem from an incident in 2017 at Callahan Park, where he stalked a woman walking her dog, grabbed her from behind and threw her to the ground, and then ran off.

LEVEL 2 SEX OFFENDER

OSCAR SALGUERO is listed to be living 175 MILLWOOD STREET, a 3 and 4 unit multifamily apartment complex, across the street from the entrance to CALLAHAN STATE PARK and next door to the luxury MILLWOOD PRESERVE. The property at 175 Millwood is owned by the Magued Barsoum Trustee and 175 Millwood Street Nominee Trust.

He is a student at the New England Tractor Trailer Training School in North Andover, and he is listed as being employed at the address 85 East Central Street in Natick. Businesses sharing this address are Morse Tavern and the International Lighthouse for Deliverance Church.

He was born in 1991 and at the time of this writing he is 33 years of age. He is 5′ 9″ and weighs approximately 200 lbs.

He was convicted of a two counts of ‘Indecent assault and battery on a person aged 14 or older’ in 2019. At that time he was a Lyft driver and in court he admitted to sexually assaulting a customer, digitally penetrating her. In order to get him to plead guilty, a rape charge was downgraded to indecent assault.

LEVEL 2 SEX OFFENDER

KRISTIAN RUSSELL is listed as residing in Weymouth, but working in Framingham.

He is listed to be working at 349 Union Ave, an address affiliated with pest control company Pestex. Licensure with the state indicates he has a licensure for pesticide application through the end of the year and works for Pestex. Pestex provides commercial and residential pest control and wildlife removal services in Eastern Massachusetts.

He was born in 1973 and at the time of this writing he is 51 years of age. He is 5′ 11″ and weighs approximately 225 lbs.

He was convicted on a single count of of ‘Indecent assault and battery on a person aged 14 or older’ in 2014.

Let’s pivot to a closer look at Massachusetts, a state that keeps detailed statistics on sex offenders across its communities. While registration and categorization are uniform throughout the state, the number of offenders can vary widely between cities and towns, leading to different per capita rates.

Some areas with notably high numbers of registered sex offenders per capita include:

1. Fall River: Known for having one of the highest per capita rates of registered sex offenders in the state, Fall River has faced challenges in addressing its high numbers.

2. Springfield: As a larger city, Springfield also reports a significant number of registered sex offenders, prompting local authorities to focus on community safety measures.

While we don’t have specific information to where Framingham sits in the list, we can tell you that there is one registered level 2 or 3 sex offender per every 2900 city inhabitants.
