FOIA DUMP: Misuse of Background Checks by Police & City’s Legal Firm

BACKGROUND: A friend of a friend of ours had gotten a mystery text from a mystery sender. Our friend knew just what to do with this information and they came to us.

The mystery text, told us that we needed to ask for any “communication between Officer Gutwill and CJIS as well as any employee of CJIS in any capacity“… So we did.

The mystery text went on to suggest that what we would receive would be “a complaint against the city’s law firm and information they were getting from a employee of FPD” and info on “criminal checks on city council members and people who spoke out again the police in public.”

Police officer Gutwell had a long standing discrimination case against the Framingham Police, which only recently was resolved in the favor of the City. The mystery text went on to comment that Gutwell was branded as untruthful, “because he was a threat to the former police chief, the law firm that the city works with, and that employee that works with them”. The mystery text ends with that Gutwell was going to expose the truth and bring everyone down, but the FPD “branded him to silence the truth”.

On May 20th, in a meeting of the City Council Finance Subcommittee, in discussing the legal budget, Mike Cannon, councilor for district 4, grilled the City Solicitor and the owner of the firm providing legal services to the city on the matter above. Look how quickly the City Solicitor Chris Petrini’s body language and tone changed. Look how nervous he got.

Our request for public records turned up the following documents. We are working on an additional request to hone in on the city council aspect of the allegation.
