“Travelling north on Concord St. towards city hall at a high rate of speed, which i estimate to be nearly 70MPH”

On Friday October 7, 2022, I was assigned as the patrol supervisor driving marked Framingham
unit 953, dressed in full Framingham police uniform. At a time approximate to 0210hrs., I was
sitting in my marked unit in front of 100 Concord St., where we had a smash and grab with a
hammer a night prior. In addition, there have been several nights of gunshots in the downtown
Framingham areas, which have been unsolved. At approximately 0215hrs., I heard the loud revving
of an engine and observed a gray Honda sedan travelling north on Concord St. towards city hall at
a high rate of speed, which I estimate to be nearly 70MPH, in a congested business/residential
downtown city area. The traffic was light to moderate. I immediately pulled a U-turn, activating my
blue lights and siren. The vehicle did not stop and was crossing Lincoln St. at this time. Ofc. M. Mangano then pulled in behind me and told me the plate was MA PC 9PH447, as the car gained his attention just before it approached me.

I gave an initial effort to catch up to the car, but when the car crossed over Concord St. at Everit
Ave., I lost sight of it. I would estimate the vehicle speed to be in excess of 80MPH, as when I
terminated my attempt to stop the vehicle, I was travelling at 65MPH and the vehicle was
approximately 300 yards in front of me and pulling away. I had already called in that I was
following the vehicle but not pursuing. The only infraction, at that time was speeding. Though he
did not pass any cars or come behind any cars, there were vehicles coming in the opposite direction at times on Concord St. along with random people walking on the sidewalks. His driving could be considered negligent and/or reckless as he was endangering the lives of those operators. As he was so far in front of us, I could not observe if he stayed within marked lanes.

At the same interval, I saw the suspect vehicle hit their brakes before entering Rt. 9 eastbound,
calling out the location and asking dispatch to notify Natick Police. As Ofc. Mangano and I entered
Rt. 9 east, we lost sight of the vehicle, as it was on the other side of the crest of the hill near
Dinsmore Ave. as we turned onto Rt. ( (also known as Worcester Rd.) I would estimate the vehicle
to be travelling in excess of 80 MPH in a posted 40MPH zone. As we crested that same hill, we saw
the vehicle hit their brakes and start to slow. We then tried to catch up to the vehicle and saw it
enter the Town of Natick, drastically slow down, and immediately turn into the Sherwood Plaza. I
asked dispatch to have Natick respond and the vehicle came to a rest in front of Ulta-Beauty.

As I approached the vehicle, the male stared at me and looked scared. I then asked him why he
was going so fast through downtown Framingham and did not stop for us. He stated that he did not see/hear us until he was on Rt. 9. He had no explanation for the excessive speed. I identified the male as Henry WALKER of Natick.  █ ████ ██ ███████. However, █████ ████ ██████ ██ ███ ████████████ ████ ██████ ██ ███ ███████ yet seemed distant and quiet, stating that he was, “just out for a ride”.

I told WALKER that I did not feel comfortable with him driving and if there was someone who could
pick him up. He called his mother and she came to get him. He was very cooperative, but I
explained how dangerous his driving was and that i would need to summon him to court, but would hope some resolution could be made if he drove more responsibly in the future.

    Living on Concord St.,it is not uncommon for me to see cars traveling at great speeds late at night, as well as car carriers, which are supposedly banned at that time.
