AFTER FOUR YEARS OF PROMISES AND NO ACTION BY YVONNE – THIS PROPOSAL IS A NEEDED STEP TO STOP THE DETERIORATION OF DOWNTOWN AND MAKE IT A DESTINATION, AND NOT JUST A DESTINATION FOR THE DESTITUTE.
THIS PROPOSAL HAS AN ATTACHED PLANNED ORDINACE WHICH WILL ESSENTIALLY MAKE IT ILLEGAL TO SOLICIT DONATIONS IN SPECIFIED LOCATIONS AND IN RADIUSES FROM SPECIFIED LOCATIONS, WITHOUT AN OUTRIGHT BAN ON THE PROTECTED FREE SPEECH ELEMENT OF PANHANDLING.
THIS PROPOSAL SAYS TO THE RESIDENTS OF SOUTHSIDE AND DOWNTOWN… FOR THE FIRST TIME IN YEARS – WE GIVE A DAMN ABOUT YOUR SAFETY.
THIS PROPOSED DRAFT ORDINANCE, “would prohibit solicitation in an aggressive manner in public places and prohibits all solicitation when the person being solicited is in the following places: bus/rail shelter or bus/rail stop; parking garage or parking lot; sidewalk café; a line waiting to be admitted into a commercial establishment; or, in a crosswalk. Also, solicitation is prohibited within ten feet (10) of an ATM machine or facility, and an entrance or exit to a bank or check cashing business during hours of operation. It would also prohibit solicitation on streets and highways including medians and exit ramps.“
BEYOND TAKING ON DOWNTOWN SAFETY AND AGGRESSIVE PANHANDLING, THIS PROPOSAL LOOKS AT OUR CRUMBLING CITY BUILDINGS, MANY IN VARIOUS STATES OF DISREPAIR, CONVENES A WORKING GROUP WHO MEETS WEEKLY ON DOWNTOWN ISSUES, ENCOURAGES BILLBOARD OWNERS TO REMOVE THEIR UNSIGHTLY DOWNTOWN LOCATIONS, AND ENCOURAGES ECONOMIC DEVELOPMENT IN THE DOWNTOWN AREA.
