FOIA DUMP: All Emails to Mayor-Elect (mayorelect@framinghamma.gov) Election Day – Just after taking office

The attachment to the 12/15/2021 email between Thatcher Kezer and Mayor-Elect Sisitsky has been withheld from this response as it is legal advice that was given in confidence to the COO and Mayor-Elect by the City Solicitor’s Office regarding personnel matters, the privilege for which has not been waived.  Such records are privileged attorney-client communications which are exempt from disclosure under the common law attorney-client privilege recognized in Suffolk Construction v. DCAM, 449 Mass. 444 (2007).  As per previously established practice under the direction of legal counsel and the Secretary of the Commonwealth’s Division of Public Records office, the home contact, health and medical, and / or family information, as well as other details of a sufficiently personal nature, etc. have been redacted under the following exemption(s): Exemption (c) personnel and medical files or information; also any other materials or data relating to a specifically named individual, the disclosure of which may constitute an unwarranted invasion of personal privacy G. L. c. 4, § 7(26)(c). Exemption (o) the home address, personal email address and home telephone number of an employee of the judicial branch, an unelected employee of the general court, an agency, executive office, department, board, commission, bureau, division or authority of the commonwealth, or of a political subdivision thereof or of an authority established by the general court to serve a public purpose, in the custody of a government agency which maintains records identifying persons as falling within those categories G. L. c. 4, § 7 (26)(o). You have a right to appeal this response by filing an appeal with the Supervisor of Public Records or filing an action in Superior Court pursuant to G.L. c. 66, s. 10A.

We need to allocate funds estimated at $4,500-$5,000 for the Zoom administrator for the remainder of FY22. We have been using CARES funding for this expenditure, but that grant is expired.

Funding could come from Media Services although since Ron and Katya are related that may be a conflict of interest, but if technology or the cfo’s office pays the bills it may be okay and it seems to fit the expenditure criteria since its related to media and public information.

Technology Services doesn’t have funds available.  

Mayor’s budget has some funding, but I’m not sure if you have plans for that (Mayor budget is attached).

City Council has funding for consulting and education that may be available, but again I’m not sure of their plans if any for those budget items at this time.

Let me know your thoughts.

The Mayor authorized this expenditure for the employee holiday luncheon. There are funds in the HR budget $3,000 for Meals/Special Functions and the remainder will need to be transferred into that line item from somewhere else in the HR budget (office supplies or similar).
